  • According to the 2025 Santa Clara County Point-in-Time Count, 10,711 individuals were experiencing homelessness, representing an 8% increase since 2023. Of those individuals, only 30% were sheltered, while 7,472 people (approximately 70%) remained unsheltered, illustrating a significant shortage of available housing resources.

    Housing demand continues to exceed system capacity. During 2025:

    • 4,028 households requested homeless assistance for the first time

    • Only 1,932 households obtained housing.

  • Behavioral health data likewise demonstrates continued demand for recovery-oriented housing.

    During 2025:

    • 4,855 individuals received County substance use disorder treatment

    • 21% of adults experiencing homelessness reported a substance use disorder

    • 39% of chronically homeless individuals reported substance use disorders

    These statistics indicate an ongoing need for safe, structured recovery residences that complement—not replace—licensed treatment services.

    A professionally operated recovery residence may provide:

    • Drug- and alcohol-free housing

    • Coordination with outpatient treatment providers

    Importantly, NewHope Foundation Living's operational model intentionally separates housing services from clinical treatment. Licensed treatment providers remain responsible for counseling, therapy, case management, and recovery programming, while NewHope Foundation Living provides stable housing, supervision, coordination, and supportive living environments.

NewHope Foundation Living provides safe, supportive temporary housing where individuals can rebuild routines, stay connected to services, and work toward permanent housing. We partner with community reintegration programs to help participants maintain stability while pursuing employment, healthcare, behavioral health services, recovery, and other personal goals.

  • Reentry Transitional Housing

    Justice-involved individuals frequently encounter barriers to housing following incarceration.

    The County's Point-in-Time survey identified incarceration as the primary cause of homelessness for approximately 6% of respondents.

    Santa Clara County has established the Gilroy Reentry Resource Center, providing local case management, treatment referrals, employment support, and housing navigation services.

Residents live in professionally managed homes while receiving healthcare, behavioral health, employment services, education, case management, or recovery support through qualified outside organizations.

NewHope Foundation Living is not designed to replace hospitals, behavioral health providers, substance use treatment programs, or nursing facilities. Instead, the organization provides the residential foundation necessary for those services to be successful.

    Patients often don't need to remain hospitalized—they need a safe place to recover and stabilize. NewHope Foundation Living provides temporary supportive housing for individuals who are medically stable but face housing insecurity after discharge. We work with hospitals, discharge planners, and case managers to help reduce avoidable readmissions by providing a stable environment while longer-term housing is secured.

    ECM teams do incredible work coordinating care—but housing is often the missing piece. We provide temporary supportive housing so members have a safe place to stabilize while ECM teams continue coordinating medical care, behavioral health services, employment, and permanent housing.

    Housing searches take time. Our temporary housing gives clients a stable place to stay while navigators work on permanent housing applications, documentation, vouchers, and landlord placement. Together, we can help reduce gaps between homelessness and permanent housing.
